it's all about quantity...once may be just a compliment, more than once is a flirt.
I also think, proximity also matters...is the person progressively getting closer and closer and are they trying to include themselves in what ever you are doing???? Woody is has the best point though…the more times someone says sometime over the course of the night, the more likely they are flirting……
